Up-and-back, down-and-out

From 12-5-0 Basic Motion Curriculum:

Use a slow, smooth motion up-and-back, down-and-out and up-and-in the same distance in both directions and as continuously as possible

In this quote, HK does not mention IN for the Backstroke, and he does not mention FORWARD for the Downstroke. Why not? How can there be OUT on the Downstroke without IN on the Backstroke?
