How long of a rope did he mean? A shaft length rope? Or a small rope in the hands to pull on?
I wish I could say exactly what Homer meant. But my interpretation of this is that the rope is from the left shoulder through PP3 through the shaft to the clubhead. Just like when Tom Tomasello shows extensor action when he ties the rope to the club.
