Answer One
"7-10 Hinge Actions describe and control the manipulation of the Hands through the Impact Interval."
"6-B-3-0 Power Accumulator #3 is formed by the angle established between the Clubshaft and the Left Forearm."
The number three accumulator is established when you take your grip and it doesn't impact or determine what hinge action you could make through impact.

Answer Two
You could have a zero number three accumulator and have a sequenced release and also have any hinge motion but to answer your question- yes you could have horizontal hinging.
